Alternative For 'body.scrollTop' Using Google Chrome Strict Mode

I'm using the [login to view URL] framework (which apparently sets strict mode in Google Chrome):

I get the below message in Google Chrome as a warning:
"[login to view URL] is deprecated in strict mode. Please use '[login to view URL]' if in strict mode and '[login to view URL]' only if in quirks mode."
I want the correct code to create a button action in jQuery that resets the scrolling DIV to its top location. I think that because of the above warning, the below code is not working for me when I click my "Scroll Up" button in the hopes of resetting the nested DIV to its top location:
$('html,body').animate({ scrollTop: $('#panel-scroller').offset().top });
You can see it fail at my test site:

I would like to hire someone to create code that will enable my "Scroll Up" button to work properly... which means that the scrolling DIV above it (as seen on my test site) resets to its top location.
