create a "discount" website for cca. 140 USD.

  The site should be something like [url removed, login to view] (which is a Groupon-mockup)..it will be on a little different principle:

  Supplier offers a discount which at the same time can use only one customer.

  the first one who logs in will receive a unique code which, after

  service (if he is happy with it) can shift either to a friend (and there will be a time limit ... f.e. a week) or when he doesn´t know anybody who will use the service, the

  code moves next in order (or if the code expires, the discount moves to next customer in list).

  The system should show discount offers and

to each discount also the waiting customers and the codes with time-expiration-date (clock ticking).

max. budget is 130,- EUR, so please don´t bid with higher offers, rather think of what can you do for that money.
