Website redesign and page formatting. Include areas for affiliate marketing. Examples included.

I need a redesign of my whole site: [login to view URL] Need it boring and professional and to load fast. Less than 2 seconds. I have a SSL certificate as well so it currently loads in https fyi. I'd like to use a purchased them that you the designer is familiar with. My site does not need to be super fancy or do any heavy lifting. I need "Home Page", "Pages/Blog pages", "Application Page" and help with the format of other specific pages such as: [login to view URL] and [login to view URL] and others. I need my applications page to look similar to: [login to view URL] or [login to view URL] I need site to look governmental. I do not need pricing tables or a large slider on home page. But I do need above the fold content on home page. Example sites that I like the layout of: [login to view URL] [login to view URL] I need a colored call to action button and availability to have above the fold content on home page. No need for the form on home page to currently be there. Please be located in North America or Europe. I'm thinking this should not be a huge project and am willing to pay more for a fast turn around and for experience. Please show me example themes you have worked with in the past or other sites or thems you have developed. As a side, I'd like the page to load in Spanish when a user selects their Language as in a button select in the top right corner of page. If there are any questions please ask! Thanks! K
