Design & draw graphics for top-down game

Greetings! We are currently in the process of designing a game that allows players to throw things at animated characters below. The game requires some graphics to be created. We need: 1. The board (background) of the game needs to be created in 1080p (1920x1080) 2. Character drawings to be created. Animations: walking across, stop and look up in anger (or sadness) in response to player, etc 3. Same as above, except for moving vehicles on the road (car, truck, bicycle, cop car, etc) Items requested: sidewalk: old man with hat regular person romantic couple stray dog business man young kid young kid with mom road: shitty car regular car sports car cop car truck scooter/bicycle motorcycle uhaul Character drawings must be appropriate scale compared to the example file uploaded. Style requested: light cartoon Will accept bids for the board or characters. Either or both.
