Custom Built Website - Database already built / + Server setup

I am needing a custom coded (not prepackaged) solution with a mobile and a regular website. Logo, server and domain are already taken care of. It needs to be accessible only through passcode. It needs to tie into a VOIP or SIP system such as asterisk so that it can receive data via text messaging. I have a sample web site where the basic idea was already started, and can provide that for review. But I do not want it to look or feel the way the current project is laid out. It needs to be attractive and intuitive. Because the database is built, and there is a sample site, it should be fairly straight forward. Front End Front end will be written in HTML and CSS (to enable subscribers to log in and use) or PHP. Clients will go to [login to view URL] to log in. Based on user account used for login, they will have access to what they are privileged for. The front end will be usable from any internet connected web browser, and will have various fields with drop down boxes or search fields. All searches will generate a PDF report which may be viewed, printed or emailed directly from the front end. User log-in sill tie in with what they are licensed for. For example, a client can set up 20 different users for their account, pre-made log-ins that are active while they subscribe. Each client may have two admin log-ins which allow access to everything and then individual log-ins tied to various dealer, depending on route assignment. For example, if route 1234 has five dealer/rack drops, it only has access to the return data function/texting feature. Then if route 4321 has five drops, it can access only those five. And so on... With Smartphone 1. Open App 2. Scan QR Code 3. Enter required data into provided boxes 4. Hit Submit 5. Rinse and Repeat Without Smartphone 1. Open SMS 2. Type a string of numbers corresponding to accounts, separated by asterisks (*): 3. Send Text Message 4. Rinse and Repeat Server Server will be running something similar to Asterisk. Asterisk will be set up as a post office on the server to receive texts immediately. Asterisks will be integrated with email services to send the received data (from app or text) to Access or SQL server which will translate data into searchable format in the database which can then be generated into a PDF report.
