Build a Website and software

i want to create a website where you can upload your pixel picture and become part of a mosaic bigger picture. i don't want the bigger picture to be completed as we add pixels. so every time i add a new pixel pic, a new part of the picture shows until all pixels are uploaded then you will see all the picture. a kind of similar site that does mosaic is: [login to view URL] but i don't want to upload all together it has to be as we go. so in total: - logo - website pages (home, buy, about us, contact us). we should be able to create many tabs, different big pictures. - the software that does this. if you have the skills to do this, please quote.
