Build a Website | With search and User submission Portal -- 2

On one side of the website, I am looking for a portal for people to be able to login, check-out a document and download it, then upload it again. Once completed I would like it to be manually reviewed by an admin for approval. Once approved, the person submitting the document will be assigned a pre-determined fee, which they can withdraw from an E-purse. These documents will be turned into articles and stored in a database with tags and information which make them easier to search. The second part of the website will be focused around search. A site visitor will come to the site and search for articles dependant upon article keywords and tags. It would be nice to also search other criteria if possible. An admin would need to be able to edit all posts. User commenting is not required. At a later stage it would be good to add a members area that would then restrict free members from seeing a full article.
