What you're asking for requires a bit of planning and thought. Given the spate of hacked Bitcoin exchanges, any exchange you get built needs to ensure that it is secure. I would probably recommend moving funds to a cold wallet and keeping minimal funds in a hot wallet for smaller transactions. When a user wants to make a large withdrawal the funds need to be transferred from a cold wallet, which might take a day or two. I can definitely help you build this. I would probably build it as a MeteorJS or Node.js web application, this way you get the realtime application workflow and also the wallets will be contacted via XML API. I realise my bid is larger than what your maximum budget is, but I assure you that this is the kind of project you want done properly.
