Barcode scanner

I wanted an ecommerce website where people can purchase product by going to each store listed on our site. each store will have its own product list uploaded by store and customer can purchase it. This purchase can be on windows or andriod (laptop or phone). Next an application which can detect the barcode with mobile phone camera scanners and price the items listed on it. This application is provided for sellers where they will use this for billing and inventory management. That is they use it to record puchases and use it during sales, which eventually balance the inventory on day end. This mobile barcode scanner should be instant and quick in detecting prices. The app and site should work together. I want all sale and inventory transactions to be recorded and saved in cloud for calculation purposes. some add space where i can post some google or other affiliate adds in future. I have complete plan of website functionality. I need an expert who can design website and app and integrate them together with good reporting functionality.
