Build a wordpress short URL websites with some specific requiremens

I want a wordpress website to be developed, which accepts any URLs that are entered by the users in the website main page that generates a short URL links for it. Description for the above requirement with an example site: 1. Launch [login to view URL](I want kind of site to be developed) 2. Enter any url to shorten it (example [login to view URL]) 3. It will generate a short URL. The out put will be [login to view URL] some thing it will generate like this. 4. If I enter the shortened URL ([login to view URL]) in a browser, it should take me to the page with '[login to view URL]' where actual url is displayed or redirected only on clicking 'Click here button available in the website. Since the implementation is simple and I want the website to be delivered in just 3 days.
