Convert text file into CSV or spreadsheet

This is a simple project to convert a text file to a CSV file that can be imported into a spreadsheet. The attached file has a sample of the text file to be converted. Each line in the text file is a log file message. I want all of the individual lines for each date and time stamp to be combined so that all of the messages for any one date and time are on a single line, separated by commas. The logic for processing this file is this: - Read each line in the order in which it appears in the file. - For each line that has a date and time, read the text of that line and each of the lines immediately following that date and time and combine them so that each of them is on a single line, separated by a comma. - Continue doing this until you reach the next line with a date and time Repeat the process until all lines are read. When all of the lines in the text file are processed, save the result in a file with a CSV extension. An example of the output of this process is the second attached file. I will be importing the resulting file in a spreadsheet. If the size of the file is too large to be imported into Excel, I have the tools available to select the lines that I need so you do not need to worry about that. I will want the source code this project and will send you the actual file for you to process so you can demonstrate that the code works. You can use any language but you need to tell me what you will use in your bid. A command line interface is fine for this project. Users should be able to type the name of the application, then be prompted for the filename to be processed, then be prompted for the filename to be output. Both input and output files are assumed to be in the same directory as the application file. I want to get this job done ASAP, so you MUST agree to meet your proposed delivery time. If you do not deliver as agreed, your payment will be reduced by 1/3rd for a delay of 1 day, 50% for a delay of 2 days and 2/3rds for a delay of 3 days. By bidding on this, you are agreeing to this condition. I will only post 1/2 of the project fee as a milestone payment. Do not ask for more.
