Create an android application using google maps for maritime base operations - repost

I want to develop an android application to detect the Intenational Maritime Boundary Line (IMBL) of Sri Lanka using GPS in the phone.
By this application a message must be send initially for the fishermen to inform them when they reach the boundary line (500m before the IMBL).
If the fishermen have crossed the line, it will be indicated as a warning message. I want to display the weather condition of the day as well.
Google maps can be used. Have further projects will give them if this was done in a satisfactory way. Project duration would be around1-2 months.

Understood the problem, The fisher man should be warned by message or alert if he crosses 500m before the IMBL and system has to display the weather report as well.
