Do you need a custom PCB for this? I have experience designing PCB boards with Cortex A8 and ARM9, both supporting Android. Is this really necessary? I think you could use an existing module and build only a custom baseboard, the price for design and build will be much lower.

Please specify what you need in some details. Things such as what processor to use, how many memory and peripherals? Any analogue circuit? Any user interface? Any configuration interface such as USB? Ethernet? WIFI? etc...
