Decompiler for ex4 files

Hello, I need an experianced programmer to make me a decompiler for ex4 file format. The ex4 should be converted to MQL4 file. MQL4 is very simmilar to C language. Attached are copies of the following: 1) ex4 File: This is the file type that I need Decompiled 2) mq4 File: This is the file type that I need the decompiled ex4 file to come out as. If you need the compiling program I can provide that as well but it is too large to upload. This is the program that takes the mq4 files and compiles them into ex4 files.
