Combining 2 Spreadsheets

I have 2 spreadsheet that need to be combined. One spreadsheet has 11838 rows and the other has 11515. As you can tell by the different number of rows it is just cut and paste except for 323 rows. Some of the rows in the smaller spreadsheet will have to multiple times. The 2 spreadsheets have 2 common columns to tell you where the data matches up. You have to transfer 4 columns of data. I need this project done ASAP (pref less than 24hrs.) with 100% accuracy. Look at the 2 sample spreadsheets attached to see what needs to be done. I did about 30 rows as an example.
