Create a paralax scrolling website with animation ideas

Please bid for the following point number 1, but then message me and also quote me for point number 2 separately. 1. add paralax scrolling animation effects to existing responsive website (HTML and CSS will be provided to you). You MUST be creative and come up with amazing animation ideas for when the user scrolls to each section. Client doesn't need a CMS but if it is easier to build in to Wordpress, then please do this. I just need to be able to easily make changes to the website. I am HTML proficient so can edit code, but not so good with Paralax plugin code etc, so please suggest the best way to implement this when you bid. As you scroll, top menu change to second smaller menu at top as per attachment ([login to view URL]). Scissors on top menu appear as you hover over the top menu items, and be active when you are in that section on the website. 2. (quote separately and do not include in the bid)... Convert PSD to CSS making it responsive for computers, tablets (landscape and portrait), and phones. Must create forms and validation as on artwork attached. Must be full width of whatever viewing port you are using. Must work on all browsers the same. Coffee cups x4 per line on computers, x4 per line on tablet landscape, x3 per line on tablet portrait, x2 per line on phones. Must look very good on all devices customer has made this very important. No timewasters please you must have strong feedback and be reliable and patient if my customer asks for changes etc, so please quote for this.
