Design with CSS3 and HTML5

We have developed a bespoke CMS using ROR and have designed the mockups in Photoshop. Now we need you to code the front end. We would like for our website to be mobile device compatible, so we need HTML5 and CSS3. Once complete we will use the code with PhoneGap to create mobile apps. We will hook up the front end to the backend so knowing ROR is not a requirement.
