complete an unfinished ASP.NET CORE code-first web application

PLEASE READ THOROUGHLY this job is to complete an unfinished project. must be an expert in asp.net core and code first approach. this project was started by me but I do not have enough time to finish it. and I need it done ASAP. I prefer an Agile (scrum) development cycle. Because the requirements are not 100% clear and might change slightly. you have the choice to continue working on this project or start from scratch. but time is scarce. General Description: We are an educational institution, and we receive money from people. The purpose of this service is to allow users to submit refund/misfund requests online. Misfund: is when a person wanted to send money to us for a student but he entered the student number wrong. Example: A father has 2 sons who are enrolled in our educational institution. He wants to pay for the tuition fees of the first son whose student id is 1001 but by mistake, he deposits the money to the second son account whose student id is 1002. So he submits a misfund request to correct the mistake and transfer the money to the correct account. Refund: is when a person sends the money to us completely by mistake and he wants it back. Example: A person transfers money to our institution account by mistake and he wants the money to be transferred back to his bank account. (this person must not be an enrolled student) Roles: 1- Role1 2- Role2 3- Role3 4- Applicant 5- Student Users: 1- Employee1 2- Employee2 3- Employee3 4- Citizen 5- Student Rules: 1- Only Applicant Role is allowed to create new Request 2- Role1 and Role3 Users (employees) are allowed to accept a new request and change its status to “Accepted”. 3- Role2 and Role 3 users (also employees) are allowed to approve the request and change its status to “Approved”. 4- Role1 and Role3 users are allowed to attach a request – only after being approved – to a payroll order. 5- An applicant can log in and view “his own” current and past requests. 6- An applicant can only submit one request at a time. 7- An applicant cannot be currently enrolled as a student. Must check his ID number against the students’ database. Note: what is a payroll order? Well, we will implement this at a later stage, as it is part of a bigger picture. Signup: (this is mostly already done. insight is welcome) 1- Signup is only for applicants. 2- Other users (employees) will be created by the admin. (not done yet) 3- This service will be available to the public. The signup process must be easy and fast. 4- For sign up, we are only interested in 3 things: a. Mobile number. b. Full name as in ID. c. ID Number. 5- Use ID number as password 6- Use 2-step SMS authentication (this is not important and can be implemented later if at all) I am open about the front-end.
