Content Randomizer Needed By Fast, Reliable, No BS Coder

I am looking for a desktop application that randomizes content by inputting different txt file targets. This is basically a simple content spinner, that spins sentences or paragraphs, where each sentence/paragraph variable is a single text file, and each line of the text file is a possible choice for the sentence/paragraph to be used. So my desire is to be able to start the program, then select how many sentences/paragraphs I would like to use for my outputted randomized articles. I then wish to have a browse and select field for each sentence/paragraph, in which I would browse and select the associated text file, with my already written content for that sentence/paragraph. Once I had chosen all my text files to be used for variable selection to create the random and unique articles, I would then be able to select the number of outputted articles that I wish to create, and the location where the files (1 text file for each randomized article) would be stored, which again would use a browse folder function. I would also be able to select things like, outputted file name (eg : textfile001, textfile002,etc) and whether the output is put into one big text file, or multiple text files. Then I would press the "GO" button, and the program would work away, randomizing the different sentences/paragraphs, and placing the randomized content into my selected output folder. There would also be a counter, or a completion graphical display showing how many articles had been created so far. I don't really care what programming language is used to write this software, the only thing I care about is, it does the above well and DOES NOT crash. I would prefer not to pay more than $100 for this application, as I have coder friends that tell me it is quite a simple job to complete. I will require the executable AND source code once this project is complete. ALL rights of the created software will belong to me, and I will be asking the winning bidder to sign a NON-DISCLOSURE form for the protection of my intellectual property. That's about it.
