Bluetooth based mobile chat solution

The idea is to create an easy to use mobile chat solution which is based on bluetooth technology. This requires software development. The solution needs to make it simple to connect users (which is a little cumbersome without extra software). The software should be thin and downloadable on entry of an establishment like coffee shop, cinema or nightclub. Bluetooth transmitters would connect to a WiFi system and thereby cover the entire place. the solution should allow to easily send some pre-edited personal profile information to other users (this may later be done from a remote server either via the Wifi network or the phone) Initially this would be just a chat solution, but it could include gaming later. The objective if this project is to find experienced developers in this space who can build a simple solution to start with. This is a pilot that can become a very big project depending on success.
