Combatting Toll Fraud

We have an increasing problem with toll fraud. Do you have a solution to combat it? I have some ideas which we can use Asterisk or other to block the calls or IPs. Toll fraudsters have this pattern (amongst others): 1- same number multiple times simultaneously 2- similar prefixes in quick succession We need to: 1- not allow the same number to be dialed concurrently for more than set number of times (say 3)..so no calls can be made to the same number simultaneously 3 times. 2- asterisk to detect the same set prefix being dialed 5 times in a row within 5 seconds of each other 3-in the dialing rules, enter a dial rule such as block, via a 3rd party application (website) via API 4- asterisk block an IP from registering or transmitting a call. currently we use IPTABLES, but we need asterisk sql to have a list of IPs within it to block them from calling. 5- as in point 4, we need an API designed to add these bad IPs so it can be blocked.
