I have a similar project already done and can provide you wiring guide, parts list and code in a few hours if agreed. The project is based on esp8266 nodemcu with arduino code. The code detects fire and gas with pre build sensors ( mq-2 and flame sensor). When any of the sensors activates, it sends a push message via pushbullet api and also starts a to tone a buzzer. It does not have much force to detect leaks and will need to put more than one if the environment is large, there is a limitation of maximum space. As for Bluetooth, try using Bluetooth Smart (ble or Bluetooth 4.0) as it saves your phone battery. As for the Android program, if using sockets will look good, however you will have to do a program that runs underneath to warn the leak. It will require a good amount of programming time until the program is OK!
